Title: Forest policy in Italy: a niche theme or a real opportunity for an integrated development of the Country? Weaknesses, opportunities and tools at the threshold of the 2014-2020 programming period
Riassunto: La materia forestale negli ultimi 30 anni è stata ampiamente trascurata dall’agenda politica italiana. Le uniche attenzioni riservate al tema in questo lungo periodo, infatti, sono scaturite dal recepimento di orientamenti e decisioni internazionali che solo in parte toccano le questioni forestali (es. politiche per lotta al cambiamento climatico, politica agricola comunitaria, politica energetica, politica di conservazione della biodiversità e del paesaggio ecc. ecc.), senza mai espressamente affrontare la materia in modo organico. Anche in considerazione di ciò, alle soglie della programmazione 2014-2020 dei fondi comunitari, la terza del nuovo millennio, la politica forestale nazionale rimane assente nel processo di definizione delle strategie elaborate dall’Italia per garantire un efficace utilizzo del pacchetto di fondi strutturali UE (FEASR, FESR e FSE), cosa che rischia di tradursi nuovamente in occasioni mancate, non solo per il rilancio del settore ma anche (e forse soprattutto) per la tutela attiva e lo sviluppo integrato delle aree rurali e interne del Paese. Il presente contributo analizza il ruolo che è stato attribuito al settore forestale, e più in generale alle risorse forestali nazionali, nella definizione sia dell’Accordo di Partenariato (il documento strategico per la programmazione nazionale dei fondi 2014-2020), che nella elaborazione della strategia (nazionale e regionale) di attuazione della politica di sviluppo rurale, l’unica che negli ultimi decenni ha contribuito ad alimentare il settore, se pur in modo discontinuo e disarticolato, e a garantire l’attuazione della strategia forestale nazionale definita nel 2008 con il Programma Quadro per il Settore Forestale (PQSF).
Summary: In the last 30 years forest matters have been largely neglected by Italian policies. The only attention given to forestry in this long time, actually, comes from the adoption at the Italian level of international commitments and regulations that, at least in part, concern forest themes (i.e. Policies related to climate change policies, Agriculture, energy, biodiversity & landscape conservation etc.). Apart from this, forest themes have never been considered in an holistic and comprehensive way by Italian policies. Also in consideration of this fact, at the threshold of the 2014-2020 programming period of EU funds, the third of the new millennium, the Italian national forest policy keeps on remaining out of the process of definition of the strategies outlined by the Country to ensure efficacy and efficiency in the use of EU structural funds (EAFRD, ERDF, ESF). This absence generates, evidently, the risk of missing an important chance for the development of the national forest sector itself and for the integrated growth of the rural areas of the Country. This contribution analyses the role attributed to Italian forests and to the related economic sector in the definition both of the Partnership agreement (the strategic paper for the EU 2014-2020 funds programming process) and of the national and regional programming process of Rural development policy (RDP). This latter, in particular, has represented the only policy giving attention to the Italian forestry in the last decades (even if in a disarticulated and discontinue way) and the only policy concretely contributing to the implementation of the national forestry strategy as defined in 2008 by the National Framework Programme for the Forestry Sector (PQSF).
